Steady progress as City hands over more homes in historic Dido Valley, Simon’s Town

The City’s Human Settlements Directorate has marked yet another meaningful milestone at the historic Dido Valley housing development, as 12 more Breaking New Ground (BNG) homes were handed over to beneficiaries from the Redhill informal settlement in Simon’s Town. The Dido Valley housing development represents a City investment of R170 million.
‘Our Dido Valley mega project will ultimately deliver 600 housing opportunities – benefiting both beneficiaries from the Redhill informal Settlement and the Luyolo restitution community from Gugulethu.
‘We are truly grateful to celebrate yet another significant milestone with 12 more beneficiaries and their families from the Redhill community. Our teams have worked incredibly hard throughout the year, and it is a privilege to welcome home more families into safe, dignified homes they can finally call their own. This is meaningful progress, and it is a clear demonstration of redress and our commitment to restoring hope in our communities.
More handovers as homes are completed
‘The City will continue to hand over opportunities as homes are completed, and we look forward to celebrating with many more families in the future. Progress on site remains on track and we anticipate the full completion of the project in June 2026, if all goes to plan,’ said the City’s Mayoral Committee Member for Human Settlements, Councillor Carl Pophaim.
About Dido Valley
100 restitution homes for Luyolo community in terms of restitution processes
This mega project contains a restitution component, which enabled the descendants and even some of the original Luyolo community members to return to Simon's Town.
The Luyolo land claimant beneficiaries were forcibly removed from Simon's Town in the mid-1960s under the apartheid Group Areas Act. These beneficiaries were moved to Gugulethu.
Redhill community – Breaking New Ground homes in terms of subsidy housing provision
The majority of the beneficiaries for the Breaking New Ground component of the project come from the Redhill informal settlement, which is located between Simon's Town and Scarborough and their allocation is in line with housing allocation policies.
Beneficiaries of City housing projects are selected in accordance with the City's Housing Allocation Policy and Housing Needs Register to ensure housing opportunities are made available in a fair and transparent manner that prevents queue jumping and to those who qualify for housing as per the South African legislation. The City's political office bearers do not have access to nor do they influence the Register and its qualifying beneficiaries.
